Jeg er nu blevet stillet foelgende spoergsmaal flere gange:
"Jag undrar: betyder detta med NORFRI att avgiftsfriheten även gäller
mellan bibliotek inom det egna landet?"
og vil derfor gerne precisere hvad der staar i teksten paa NVBFs
hjemmeside om dette:
"Der er tale om en uformel sammenslutning uden befoejelser i oevrigt og
uden noget andet formaal end at levere gratis fjernlaan og kopier mellem
de nordiske lande paa foelgende vilkaar:
- fag- og forskningsbiblioteker i de nordiske lande (Danmark,
Finland, Island, Norge og Sverige) kan meddele NVBF oenske om
optagelse paa medlemslisten og herved tilkendegive, at man vil
levere gratis fjernlaan og kopier til andre biblioteker i andet
nordisk land som deltager i NORFRI samarbejdet
- de normale laaneveje foelges ved bestilling, saaledes at nationale ressourcer
udtoemmes inden bestilling sendes til andet nordiskt land"

Om man nationalt eller paa det enkelte medlemsbibliotek beslutter ikke at
opkraeve betaling af NORFRI biblioteker i eget land er en anden sag -
men absolut muligt.

And now in English:
As the following question has been posted to me a couple of times
now, I would like to quote the text regarding the purpose of NORFRI
from the NVBF homepage.
The question is: "I wonder: Does NORFRI mean that libraries within
ones own country should not be charged?"
The purpose of NORFRI states that:
"This should be an informal union without any authority what so ever
and with the only purpose to facilitate free interlibrary loans and
photocopies among the Nordic countries at the following conditions:
- academic and research libraries in the Nordic countries (Denmark,
Finland, Iceland, Norway and Sweden) may inform NVBF that they
wish to be included on the list of member libraries and hereby
notify that the library will supply interlibrary loans and
photocopies free of charge to other libraries in another Nordic
country participating in the NORFRI partnership
- when requesting material normal procurement procedures should be
followed meaning that national resources should be consulted before a
request is sent to a library in another Nordic country"

If one nationally or within the single member library decides not to
charge NORFRI libraries within own country that is a different matter
- but of course possible.
