Medicine on the Net Vol.2, No.8 (August 1996), p 1-5 has the lead article
"MEDLINE free-for-all spurs questions about search value, who pays," by Paul
Engstrom. He lists 17 URLs which offer MEDLINE "free" or "free for
registered users". Dialog, of course is $15/hour connect charge in USA, etc.
