Colleges, Code, and Copyright
The impact of digital networks and technological controls on copyright and
the dissemination of information in higher education

June 10-11, 2004 • Adelphi, Maryland
Hosted by University of Maryland University College

Higher education institutions are facing increasingly complex issues
involved in the use of campus computer networks, the delivery of quality
scholarly materials to faculty and students and securing information
disseminated on campus. Colleges, Code, and Copyright is a two (2) day
symposium that will focus on these and other issues that impact the delivery
of quality copyrighted content in higher education.

The symposium has a two day format, with pertinent issues presented on the
first day and possible solutions presented and discussed the second day.
Symposium participants will have the opportunity to discuss the
issues/solutions with expert panelists and obtain position papers on the
topics.
The symposium will focus on the following critical issues:

- The impact of the rising costs of scholarly materials on the educational
enterprise;
- Peer to Peer file sharing over university networks
- The impact of digital rights management systems on the
dissemination of information on campus
- Current legislation impacting copyright and higher education
- Panel discussions of position papers
- The possible death of fair use
- Other provocative topics pertinent to the symposium subject
- Each participant will receive materials relating to the panels
presented, position papers and relevant legislation. Seating is limited so
please register early!

Call for Papers
Topic Areas

Potential authors are encouraged to submit papers that address one of the
main topic tracks of the conference. Special attention will be given to
those papers focusing on Track II topics. Authors may submit papers on
alternative topics provided they are compatible with either of the main
track topics listed below:
Track I - Framing the Issues or,
Track II - Possible Solutions

Track I - Framing the Issues:
- P2P file sharing: Civil Disobedience or Simple Opportunism
- Do Digital Rights Management (DRM) systems have a positive or adverse
impact on the dissemination of information within higher education?
- What issues do higher education institutions have to consider when
implementing DRM systems?
- What are the causes of rising textbook and journal costs for students and
university libraries?
- Does fair use have a future?

Track II - Application and Possible Solutions:
- Identifying, implementing, and utilizing effective strategies for dealing
with copyright infringement via P2P file sharing on the university campus.
- P2P and the library: Case studies on innovative uses
- Alternative models for scholarly publishing
- Open source software usage in the university community
DRM systems: Are they compatible with the re-uses of information
characterized within the higher education community?
- Are universal DRM standards attainable or desirable?
- Impact of the TEACH Act on the expansion of DRM on campus.
- Technological solutions for copyrighted content delivery in the online
classroom.
- Possible legislative solutions to current copyright concerns.
- What are the promises and perils of using peer to peer technology in the
university community?

Constituencies

Scholars, librarians, professors, students, publishers, commercial vendors,
database administrators, system and network managers, and other authors are
all invited to submit papers.

Submission Requirements

To propose a paper for consideration by the 2004 Symposium Abstract Review
Committee, please submit:
1. Abstract (approx. 150 words); or 1-2 page summary of your proposed paper;
or
Completed paper (draft acceptable);
2. Contact information of author(s). name, organization, mailing address
including postal code and country, e-mail address, phone and fax numbers;
and
3. Brief biography of the author(s)

Proposals may be sent by mail or as an e-mail attachment. All submissions
must be written in English.

Selection Criteria

Paper selection will be made on the basis of overall quality, interest to
the symposium attendees, relevance to the conference, newness and
originality of the work, and value of the contribution to the higher
education community. Submissions will be evaluated in a peer review.

Notification and Conditions of Acceptance

Notification of paper acceptance will be issued March 1, 2004 by e-mail,
followed by a hardcopy mailed letter. Acceptances, as well as speaker
status, are contingent upon:
- Completion of the Registration process;
- Commitment to in-person presentation at the Symposium;
- Submission of the final paper and copyright agreement by the specified
deadlines.

The Center for Intellectual Property reserves the right to rescind the
acceptance, not publish the paper, or change the speaker status at any
time,should the accepted author/speaker fail to meet these conditions
without making a prior arrangement for a reasonable alternative.


Speaker Registration

It is essential that accepted papers be presented in person at the Symposium
by the respective author(s). For this reason, the main speaker of each
accepted paper is required to complete the Speaker registration by April 2,
2004, together with a non-refundable, specially discounted Speaker
registration fee of $150. (After April 2, 2004, regular registration fees
apply.)
In addition to securing a presentation opportunity at the Symposium, the
Speaker Registration Fee covers breakfast, lunch, refreshments for the 2-day
symposium and a special presenter dinner.

Speaker Registration Due (Both signed Speaker Registration Form and Fee
due)- April 2, 2004
Final Papers Due - May 3, 2004
Copyright Agreement Due - May 3, 2004
Symposium Date - June 10-11, 2004
