I've spent a fair bit of time on some Sierran Streams with beaver dams,
looking at both the beavers and trout at various times, and have not found
beaver dams to be impassible barriers.  There is usually some flow through
the dam, and I have watched fish swim through a seemingly impassible mass of
sticks and mud.
